I just googled them and they don't seem to work for me. F10 just makes me look for monsters in UW1 and go to sleep in UW2.

I know there was a character editor for UW2 - although the game itself would recognize that you'd edited the character and comment about it during the outro!
Otherwise, the only common 'cheat' for UW2 (I don't know if it also works in UW1, since I never tried it there) is the potion-smashing one.

There are some savegame editors, but no inbuilt cheats that I know of. There are a few glitches which you can take advantage of though.
As the above post mentions, destroying potions and scrolls turns them into debris that has unlimited charges of the item's original enchantment. In UW1 the only way I know how to do this is by using the Fireball spell (or a wand). In UW2 you can simply throw them at a wall until they break.
Using 'Easy Move' (Shift + WAXD) lets you move very fast when swimming, and also while levitating.

I have a copy of the original UW2Edit.exe file of which I've had downloaded and have had saved since back in 2007, the last time I could get the game to work on Windows XP - however, it does NOT work with this new GOG version, as I have just tried it this morning on one of my save files..
Unfortunately, the new format that GOG uses to patch a game for update and play on a newer operating system involves moving and rewriting the original BAT and EXE files that UW2 used to use. Below, I've attached a picture of my backup files of the original Ultima Underworld II game that I had played back in 2007. GOG doesn't have most of these original BAT and EXE files which the UW2Edit seeks. I also tried to see if I could edit the UW2Edit in Notepad, but it's all gibberish.
Even with a 'compatibility mode' enabled for Windows 95, and even entering the old DOS prompt that I once had to do on the original game in order to play the file from Windows 95 - the UW2Edit file doesn't enable in GOG due to the fact that they have changed the way the game has been programmed and the original file names have also been changed and/or removed.
Anyway, if your looking for the best way to 'cheat' in UW2: Throw your scrolls against the walls (or burn them with a fireball wand) and pick up the debris of your destroyed scroll (or potion) - and you can keep reusing it again and again.
I will miss the UW2Edit - because I always used to play 'Kung Fu' master by raising my barehand attributes to 255 - and killing everything with my bare fists. It was awesome.

Either burn your scrolls with a fireball wand, when you find one in the basements of Britannia (I think Level 4 where the spider egg and the headlesses are if memory serves correctly -- check your guide for verification)..
OR
You could throw your scroll/magic potion against the wall until it becomes a pile of debris and then pickup and reuse your magical pile of debris again and again. (I hope GOG didn't remove that old glitch from the 90s.) <--- sorry, I know your question is old, but I have a UW2Edit file back from 2007 when I originally owned the old DOS game - and it doesn't work in newer O/S - even with compatibility mode on. I tried it already (see my original file in my picture). GOG has changed the file names and origins in order for UW2 to work on 32-bit and 64-bit O/S.

There used to be a cheat in the original Origin DOS version of UW2 called UW2Edit - see my picture attachment of the original game files. It was called 'UW2Edit.exe' and it allowed you to edit the attributes of your character from numerical 0-255 xp, and it also allowed you to add all the runes to your runebag, given you had it in your save file at the time you edited your game.
It was an awesome thing to have - however GOG had to change around the original game files so that UW2Edit.exe doesn't recognize the game criteria. The save files seem the same, and even running the edit exe in 'Windows Compatibility Mode' doesn't work. I tried. Sadly.
Also - there is no way to remove the darkness of the game by renaming the Lights.orb file to LightZ.orb - so I'm stuck with a very dark game as I had originally played it back in 1999.
There ARE cheats in the game, if GOG hasn't removed the old glitches.
Simply 'Burn' or 'Throw' a magic scroll/magic potion against a wall until it becomes debris. Pick up the pile of Debris - and Voila! You can 'Use' it over and over again by clicking on it in your inventory. However, you will want to keep tabs of which Debris is which, because they all look the same, once burnt.

Did GOG rename data/DAT files??? Pretty sure you're suppose to rename/delete the 'SHADES.DAT' file, which is also found in UW2.

Yes! They removed the original DAT files, or moved them (maybe encrypted them) in a way where I cannot locate the files. Yup! You are correct. You originally could rename the SHADES.DAT file to SHADEZ.DAT file and just skip having to pick up torches and such.
Meh - well, I AM happy that I just get to play my favorite game of all time all over again. I still miss my UW2Edit (even if it DID insert the 'AND CHEATED ON THEIR CHARACTER' at the end of the credits when it gives you a rundown of how long it took to accomplish the game, what circle of magic you were in, and all such..
Honestly, I wish someone knew how GOG games were written/programmed. Then, they could rewrite the original cheat to work with these version of the games. If GOG offtered UW2Edit as a reprogrammed addition to their Ultima Underworld set would be so fantastic and I would totally buy it.

In the absence of UW2Edit, the best way I found to level/upskill was, in the later game, to get the sword of stonestrike from the Tomb of Praecor Loth, then summon demons over and over. With a good casting skill you get more powerful demons, paralyze and kill them on the spot, and there's a long 'sweet spot' where you can get a point for skill training for almost every destroyer or despoiler demon before the gains taper off.

if i remember it right, there was also a levelling bug/exploit i discovered in UW1. if you let yourself get killed(or commit suicide by bathing in lava or 'use' crossbow bolt) many times, your experience points will go below the amount needed to level to your PREVIOUS LEVEL, making it slightly easier to level up again, and allows you to go beyond the level limit of 16.
i beat UW1 with a level 19 character, which shouldn't have happened.
